M1999-02 Construct New South Wales - Seizing Opportunities to Build a Better Construction Industry

The New South Wales Government is the largest client of the construction industry in the State, with annual expenditure of $5-6 billion. This investment puts the Government in a strong position to facilitate industry development.

The Government's White Paper Construct New South Wales outlines the Government's policy initiatives for the construction industry in a way that will both increase the Government's direct benefit on its capital works procurement, achieve economic benefits to the State and substantially improve the industry's long term viability.

Construct New South Wales was developed following extensive consultation with and feedback from industry on a range of matters raised in two green papers: The Construction Industry in New South Wales: Opportunities and Challenges and Security of Payment for Subcontractors, Consultants and Suppliers in the New South Wales Construction Industry, released in October, 1996, together with a discussion paper: A Perspective for the Construction Industry in NSW in 2005, released in April, 1997.

Construct New South Wales is complemented by the discussion paper Information technology in construction - making IT happen, released in April, 1998.

Input into the development of Construct New South Wales was also provided by a number of key agencies to ensure a whole-of-government integrated approach to the development of public and private sector construction industry practices. Implementation of Construct New South Wales will be coordinated by the Construction Policy Steering Committee which spends approximately 85% of the Government's $5-6 billion annual construction expenditure.

Construct New South Wales contains 85 actions grouped under 20 strategies. Some of the actions have already been implemented. Others will be put in place in 1999, while some will take longer to implement fully.

I request Ministers ensure all agencies within their administration become familiar with and support the strategies and actions outlined in Construct New South Wales. The Government's success in implementing Construct New South Wales depends on the ongoing co-operation between agencies and industry. I therefore ask that you give this major initiative your full support.
