Pending the introduction of the 1999-00 Budget and consideration of priorities that will flow from the strategies contained in the budget, the following conditions are to apply with effect from 20 April 1999 throughout all Budget Dependent General Government Sector Agencies.

1. All advertising of staff vacancies is suspended from 27 April 1999.
2. Recruitment for the filling of positions may proceed only if selection committee action has been finalised and a firm offer in writing has been made by 20 April 1999.
3. In the case of previously advertised positions, Chief Executive Officers may authorise proceeding with selection to essential positions following approval from Director General, Premier's Department.
4. Agencies are encouraged to redeploy existing excess staff to fill vacant positions.
5. Chief Executive Officers are encouraged to consider administrative restructures that provide ongoing efficiencies in the support of frontline services.

The terms of this memorandum do not apply to frontline positions in the Health, Education and Training, Community Services, Police, Emergency Services and Corrective Service organisations. Any other exemptions will be approved on a case by case basis by the Director General, Premier's Department.

Would you please ensure that all Chief Executive Officers within your portfolio are apprised of the directions contained in this memorandum.
