M2000-12 Meeting the Government's Information and Communications Technology Strategic Agenda

Detailed Outline

Cabinet has reaffirmed the Government's strategic direction for information and communications technology and endorsed an action plan to ensure that:

  • All appropriate government services are available electronically by December 2001 by all government agencies.
  • Agencies rapidly adopt the Government Network Service (GNS) and other core government telecommunications service contracts; and
  • Agencies improve their ability to share information and technology between related agencies.

All NSW government agencies are to ensure that their electronic services are compatible with the whole of government electronic services delivery platform developed and coordinated by the Department of Information Technology and Management. Agencies are required to adopt the NSW government policies and guidelines for information and communication technology, and ensure that their ESD initiatives are aligned with the NSW Government web portal (www.nsw.gov.au ).

All agencies are to report to the Department of Information Technology and Management every three months on their progress towards achieving the three goals specified above.

The Department of Information Technology and Management through the Office of Information Technology (OIT) will be responsible, through the Minister for Information Technology, to report to Cabinet on agency and overall government progress.

To ensure that the NSW Government will meet the 2001 commitment of all appropriate government services available electronically, a reporting framework for Electronic Service Delivery (ESD) has been developed. The ESD Reporting Framework will apply to all agencies, including State Owned Corporations and Government Trading Enterprises.

The ESD Reporting Framework will monitor progress against key target areas as outlined in the attachment.

A framework for reporting on the rapid adoption of the GNS, other core government telecommunications service contracts and information and infrastructure sharing, is under development and will be forwarded to agencies at a later date.

ESD REPORTING FRAMEWORK

The Department of Information Technology and Management through the Office of Information Technology (OIT) will be responsible for establishing and managing the ESD reporting framework, including reporting to Cabinet on agency and overall government progress.

Actions to be taken by all Government Agencies, Statutory Bodies And Authorities, State Owned Corporations and Government Trading Enterprises.

  • All agencies are to complete an ESD survey by 9 June 2000. The survey is to be downloaded from the OIT website (www.oit.nsw.gov.au ).
  • Chief Executive Officers, Directors and General Managers of all agencies are to ensure that an assessment to identify all externally focused services appropriate for electronic service delivery is undertaken and submitted to OIT by 31 July 2000.
  • Each agency is required to assign an officer as the ESD Manager who will be responsible for reporting on the agency's progress in meeting the Government' s 2001 commitment. The ESD Manager will act as the liaison between the agency and OIT, as well as provide coordination of the agency's ESD program across all business units.
  • All agencies are to submit a quarterly report of progress as per the reporting framework, in the first week of each quarter, using the online reporting facility available at the OIT website (www.oit.nsw.gov.au ).
  • All agencies are to include status reporting on the delivery of electronic services in their annual reports, commencing with 1999/2000 annual reports.
  • All agencies take appropriate action to identify and minimise any associated legal liability for government, (for example, if incorrect or misleading information on an agency's Internet site led to a user's financial loss).

The IMAndT Blueprint required agencies to establish a website presence by 31 December 1997, and Premier's Circular 99-27 required agencies to report by 30 June 1999 on progress in implementing their ESD program.

While many agencies have identified and undertaken projects to deliver electronic services, the pace of ESD implementation has been left to the discretion of individual agencies. Those agencies willing and able to implement information and communications technology strategies effectively have made great progress. However, this progress is not uniform across the public sector.

The ESD Reporting Framework will monitor agency ESD progress, including progress against the following additional key target areas.
