The Council of Australian Governments (COAG) meeting on 8 June 2001 agreed to a number of measures to streamline the operation of Ministerial Councils.
COAG agreed to:
- The rationalisation of a number of existing Ministerial Councils. The changes are set out in Attachment 1.
- The revision of the Broad Protocols and General Principles for the Operation of Ministerial Councils. The revised documents are in Attachment 2.
- New Guidelines for the Creation of New Ministerial Councils. These Guidelines are in Attachment 3.
COAG also agreed that Senior Officials would develop a proposal for a more fundamental structural reform of the Ministerial Council system.
The administrative changes agreed to by COAG are designed to improve the agenda setting processes, in particular to make sure that Ministerial Councils concentrate on broad strategic issues.
The changes include that:
- draft agenda papers must be circulated at least three weeks prior to the meeting;
- officials' meetings held to develop issues for the consideration of Ministers should be held at least three weeks prior to the meeting of Ministers to allow proper consideration of the issues involved;
- each Ministerial Council must review its structure and objectives every 2 to 3 years;
- each Ministerial Council must report to COAG on the outcome of its meetings; and
- there should be a presumption against setting up any new Ministerial Council.
