The Commonwealth has released a Guide to Incorporating an Indigenous Australian Workforce Strategy in National Partnership Agreements (the Guide), which is available on the Department of Education, Employment and Workplace Relations (DEEWR) website at http://www.deewr.gov.au/Indigenous/Employment/Pages/WorkforceStrategies.aspx.
The Indigenous Australian Workforce Strategy principles should be applied to all relevant National Partnership Agreements, which could include those that incorporate workforce development or growth measures, procurement, or provision of a service.

The Commonwealth has released a Guide to Incorporating an Indigenous Australian Workforce Strategy in National Partnership Agreements (the Guide), which is available on the Department of Education, Employment and Workplace Relations (DEEWR) website at http://www.deewr.gov.au/Indigenous/Employment/Pages/WorkforceStrategies.aspx.
Agencies should use the Guide when collaborating with the Commonwealth on the development of new National Partnership Agreements and Implementation Plans under the auspices of the Intergovernmental Agreement on Federal Financial Relations.
The Indigenous Australian Workforce Strategy principles should be applied to all relevant National Partnership Agreements, which could include those that incorporate workforce development or growth measures, procurement, or provision of a service. The Guide assists compliance with this requirement by:
- Providing advice about when an Indigenous Australian Workforce Strategy is appropriate.
- Setting out the components of an Indigenous Australian Workforce Strategy: 1. Knowing the terrain; 2. Developing the Indigenous labour supply; 3. Growing demand for Indigenous labour; and 4. Supporting Indigenous enterprise.
- Recommending the establishment of appropriate governance structures.
- Outlining the process for incorporating an Indigenous Australian Workforce Strategy into a National Partnership Agreement.
- Identifying sections of the National Partnership Agreement where an Indigenous Australian Workforce Strategy could be incorporated.
NSW is committed to improving Indigenous employment outcomes, including via the National Partnership Agreement on Indigenous Economic Participation. Embedding Indigenous Australian Workforce Strategies in all relevant National Partnership Agreements will drive such improvement by leveraging government investments in infrastructure, procurement and service delivery.
