Description
The Statutory and Other Offices Remuneration Tribunal (SOORT) has determined no increase to the remuneration packages provided to the following groups, effective on and from 1 July 2024:
Public Service senior executives (PSSEs)
Senior executives who are subject to the Chief and Senior Executive Service (SES) determination.
The determinations were published in the Government Gazette on 26 July 2024 and are also published on the NSW Remuneration Tribunals website.
The NSW Public Service Senior Executive Remuneration Management Framework (the Framework) has been updated to reflect the SOORT determinations and provide guidance on certain subsequent assignments of PSSEs.
Detailed Outline
2024 Annual Determinations
SOORT’s 2024 annual determinations for PSSEs and the SES are made pursuant to the Statutory and Other Offices Remuneration Act 1975 (SOOR Act) and provide for no increase effective on and from 1 July 2024. The determinations are available on the NSW Remuneration Tribunals website.
Public Service senior executives
PSSEs are employed in one of 4 bands specified in the Government Sector Employment (Senior Executive Bands) Determination 2014. In accordance with section 40(1) of the Government Sector Employment Act 2013 (GSE Act), the remuneration package of a PSSE must be within the range determined under the SOOR Act for the band in which the executive is employed.
SOORT’s annual determination for PSSEs is made under section 24O of the SOOR Act and applies to executives to whom Division 4 of Part 4 of the GSE Act applies (other than those subject to the transitional arrangements in Schedule 4 to the GSE Act).
SOORT has determined that there shall be no increase in the minimum and the maximum of the remuneration ranges payable to PSSEs. There is also no increase in the remuneration packages for those senior executives named in the determination.
Former Chief and Senior Executive Service
SOORT’s Former Chief and Senior Executive Service determination continues to be made in respect of a small number of executives.
2024-25 NSW Public Service Senior Executive Remuneration Management Framework
The Framework applies to PSSE bands 1, 2 and 3. The discretionary ranges and the formulas for each job evaluation methodology remain the same to reflect no increase to remuneration packages in the 2024 SOORT determination (See Part 4.2 and Appendix 1).
The Framework has been reviewed in 2024 and contains minor updates including to incorporate sector feedback from Chief People Officers. New subsections have been added to:
Deal with the situations when senior executives are subsequently assigned to roles in a lower band or in a non-executive classification
Additional clarification of the process when work value points for a role fall outside the band range.
