Further to earlier correspondence from the Transition to Government Committee on 7 April and 28 April, Ministers are reminded of the need for real restraint in fixing remuneration of Ministerial staff members, particularly Chiefs of Staff and other senior appointments.
You will be well aware of the Government's determination to reduce the numbers of the SES. It will be desirable for Ministers to set an example in meeting the Government's agenda. In view of this policy no Minister is to employ Ministerial staff at remuneration in excess of the minimum SES Level 1 range current at the time of the appointment. Ministers are to urgently review salary levels of staff to effect this request. Whilst Ministers may allocate salaries within the global budget formula they are expected to exercise restraint. In the event that benefits are taken, Ministers must ensure that the appropriate Fringe Benefits Tax is applied.
If Ministers feel that they may have a case requiring special consideration they should contact me. I would point out, however, that in general such requests will be declined.
