Recent amendments to the Public Sector Management Act 1988 require Department Heads, when classifying and grading non-SES positions pursuant to section 8 (3) of the Act, to do so in accordance with such guidelines as may be issued from time to time by the Public Employment Office (PEO).
In accordance with this provision, the PEO issues the following guidelines:
- existing classification and grading standards for non-SES positions are to be observed (refer classification and grading section, Personnel Handbook);
- where a Department uses a job evaluation scheme accredited by the PEO, the Department Head may classify and grade non-SES positions in accordance with the outcomes from the scheme (accredited job evaluation schemes are CED, HAY, OCR);
- where a Department does not use a job evaluation scheme accredited by the PEO, draft classifications and gradings of non-SES positions are to be referred to the PEO for review before a final determination is made;
- any situation not covered by the preceding points is to be referred to the PEO for consideration and advice.
