Description
This Direction sets out requirements related to the registration of all NSW government suppliers on the buy NSW Supplier Hub. This direction applies to all government agencies within the meaning of the Public Works and Procurement Act 1912 (Agency).
Detailed Outline
This direction mandates centralised supplier registration for all NSW Government suppliers on the buy NSW Supplier Hub and assists agencies in understanding the associated requirements.
Centralised mandatory supplier registration helps to ensure that the government is spending public money fairly, efficiently and for the long-term benefit of everyone in NSW.
All businesses where total engagement exceeds the GIPA disclosure threshold of $150,000 must be registered on the buy NSW Supplier Hub.
Businesses do not need to register if they provide ad-hoc or non-contractual products or services to NSW Government.
Registered suppliers will be included in the all-of-Government supplier list accessed by buyers from a wide range of NSW Government agencies.
International businesses:
International businesses wishing to do business with NSW Government are required to be registered on the buy.nsw Supplier Hub. If the business has an Australian ABN the normal registration process applies. If they do not have an Australian ABN a simplified registration process must be completed, however, the business will not be included in the all-of-Government supplier list.
Buyers must:
· Confirm supplier registration on the buy NSW Supplier Hub prior to issuing selecting/closed approaches to market.
· Confirm supplier registration on the buy NSW Supplier Hub on closure of open approaches to market as part of the evaluation process.
· Confirm supplier registration prior to procurement contract execution.
Effective date and transitional arrangements
This direction will be effective immediately with a transition period of up to 6 months, ending no later than 1 July 2024. During this time buy NSW will distribute supplier and buyer communications. Agency procurement teams are to educate and communicate with their buyer and supplier communities regarding this Direction.
Context
Centralising supplier registration creates a single source of truth for supplier information and connects procurement to downstream activities, such as finance, accounts payable and spend analytics.
buy NSW collects and verifies numerous data points as part of supplier registration. It also enhances this data with information that is already held or can be obtained from third party sources. All mandatory information is available programmatically via the buy NSW Supplier Master Data API that can be accessed by agencies for integration with related or downstream systems.
As a recognised state digital asset, centralisation of supplier registration will leverage government investment in buy NSW and supports one of the 3 legislated and mandated procurement compliance requirements.
