TPG26-09 Contributions by Owners - Treatment of Inter-Sector Transfers as Equity Injections or Grants

This guidance establishes NSW Treasury’s position on the accounting treatment at the General Government and Total State Sector level of transfers for less than fair value or without consideration, between NSW Government entities in the General Government Sector (GGS) and public corporations (being Public Non-financial Corporations and Public Financial Corporations. 

The guidance is intended to assist agencies in understanding how inter-sector transfers between GGS and public corporation are accounted for in the General Government and Total State Sector financial statements that are prepared in accordance with AASB 1049 Whole of Government and General Government Sector Financial Reporting (AASB 1049). It is not intended to inform the treatment of transfers for less than fair value or without consideration:

  • between entities in the same sector; or
  • in an agency’s financial statements level.

Guidance is provided on how to apply NSW Treasury policy positions; and principles contained in Australian Accounting Standards (AAS) and the ABS Publication Australian System of Government Finance Statistics: Concepts Sources and Methods (AGFS15), in determining whether such transfers are contributions by owners as owners, commonly known as equity injections, or grants.
