C1991-14 Efficient Purchasing

Efficient systems of supply and value for money in purchasing are important components of the Government's agenda of reforms. Since the 1989 report on the Supply of Goods and Services by the Standing Committee on State Development a broad range of reforms has been implemented within the NSW Supply Service and the processes of improvement are continuing.

A critical part of the improvement program is the introduction of SUPPLYLINE, an electronic data interchange system which aims to improve access to information about government contracts and if successful could mean paperless ordering. I enclose a detailed description. You will note that the system offers the potential to realise considerable savings throughout government.

This strategic initiative deserves your support. Its success depends on a co-operative approach in supply management amongst all agencies and I ask you to ensure that the opportunities offered by SUPPLYLINE are identified and pursued where appropriate. The existing system of supply of contract information on microfiche will continue for those agencies which prefer this option.

I am pleased to note that other opportunities for co-operative arrangements in supply amongst all inner and outer budget sector agencies are being explored by the Purchasing Council. Such an approach has obvious merit whereas unwarranted duplication of purchasing activities, particularly of strategic developments such as SUPPLYLINE, should be avoided.
