C1991-17 Payment of Expenses Associated with Attendance at Interview

On 19 October 1990, payment of travel and subsistence costs for existing public service employees to attend interviews in other parts of the public service became the responsibility of the department holding the interviews. (Circular 90-21 refers)

Although this policy refers specifically to public service employees, it was not intended to preclude departments from meeting the travel costs of out of service applicants attending interviews. While some departments have chosen to meet such costs, some have not and this has led to significant anomalies.

To ensure that applicants from outside the public service are not discouraged from applying for positions, the policy in relation to the payment of travel costs to attend interviews has been amended. Departments are now required to meet the travel costs of all applicants who are called for interview.

This provision should be conveyed to applicants prior to the interview and agreement reached regarding payment of expenses. Departments may also wish to consider the use of telephone interviews, especially for a first round where there is a possibility of shortlisting.
