As you will be aware, the Ministerial Capital Works Committee has adopted Value Management as one of a number of management improvement initiatives. The Value management process has been deemed as mandatory for all new projects over $5M and which have been submitted for funding from the 1990/91 capital works year onwards.

The requirement for Value Management was advised in Premier's Memorandum No. 90-10 (issued 23.2.90), to which was attached the Capital Works Committee's approved Value Management Manual.

This Manual specifically defined the Committee's Policy and also foreshadowed the formation of an accredited panel of consultants. The Public Works Department is the nominated authority for management of the panel.

After national advertising requesting applications for accreditation, the panel has been formed and is attached for your information.

If you intend to employ the Value Management services of external consultants to conduct studies they must be chosen from the panel of accredited consultants. If you wish to use consultants who are not on the panel, please make arrangements for them to submit an application for accreditation prior to any commission being given.

The process of both obtaining and maintaining accreditation is naturally rigorous, and the Product Evaluation Unit of the Public Works Department, in conjunction with my Department's Capital Works Unit, will be monitoring the performance of the consultants.

To ensure that Value Management studies undertaken within agencies meet the standards required for external consultants a review of a number of these studies will be undertaken by the Capital Works Unit with assistance from the Product Evaluation Unit.
