C1993-03 Restructure of Office of Public Management

Detailed Outline

I enclose for your information a copy of the new structure for the Office of Public Management (OPM) together with a copy of the list of agency responsibilities within OPM. These new arrangements are already in effect.

As you can will see, OPM's new structure is in three broad areas:

  • CTE and Off-Budget Agencies Efficiency and Reform;
  • Budget Sector Agencies Efficiency and Reform; and
  • Information Technology Policy and Planning

The new structure acknowledges the thrust of the Government's public sector reform agenda and is intended to forge a strong link between the review/reform programs across all agencies and the broader efficiency monitoring role of the portfolio groups.

The GTE reform program will have a new focus following an audit of current activities and a review of priorities. Whilst the reform program will continue to be managed as a separate project on behalf of the Steering Committee, there will be a closer integration of efficiency monitoring and portfolio management activities with the reform program. As well, the two units in GTE Efficiency and Reform area will have responsibilities for other off-budget agencies not on the GTE reform program.

The Budget Sector Reform area will combine reform and portfolio responsibilities under each Director for the respective groups of agencies. A specific reform program for budget sector agencies will be oversighted by the Management Council.

The Information Technology Policy and Planning Unit will remain as a separate entity within OPM and will continue to work with other Units in the same close and co-operative fashion it has done to date.

One Director is now responsible for administrative matters within OPM (the Managing Partner concept) and the following specialised activities have been allocated to the other Directors:

Guarantee of Service/Quality Management Asset Management and Capital Works Contracting Out Public Sector Management Course Research and Development
