C1994-13 Variation to Existing Policy On the Application of Specialist Markets for SES Finance and Data Processing Positions

Detailed Outline

The policy on the "Application of Specialists Markets" for SES officers has been varied in regard to the finance and data processing markets, to provide CEOs greater flexibility in the recruitment of SES officers. The original policy as set out in Section 2.5 and in appendix 2B, of the SES Administrators Manual (copy attached), provided the criteria to be met when assessing whether an SES position should be granted a specialist loading. This required that specialist, professional qualifications and experience in the nominated area be demonstrated as an essential determinant of achievement of the position's objectives.

Once a position was identified as requiring a particular professional qualification only an appointee who had the qualification could be paid the specialist allowance. This meant that many suitable applicants who had acquired the skills through training and extensive on-the-job development but lacked the formal qualification were either excluded from these positions or were not able to be paid the specialist loading.

In recognition of on-the-job development in the areas of data processing and finance the policy has been varied as follows:

  • Chief Executive Officers will still need to indicate for a particular position where a financial or data processing allowance is deemed to be appropriate. The Director General of Premier's will still need to approve the loading. CEOs would be required to ensure that the selected executives have superior skills and experience in the designated area as compared with those required for general management positions. This allows an executive with the necessary skills but not necessarily a specific qualification to be paid the appropriate specialist allowance.

This policy is effective immediately.
