Since the caretaker government period commenced, a number of instructions have been issued which impact on the administration of the Senior Executive Service.

To ensure that proper administration may continue where appropriate, the following is to now occur:

APPOINTMENTS TO SES POSITIONS

Chief Executive Officers may finalise outstanding appointments to the Senior Executive Service where an offer of appointment was made and accepted beforethe commencement of the caretaker government period, i.e. before but not including 6 March 1995.

UNATTACHED EXECUTIVE OFFICERS

All executive officers who were declared unattached prior to the commencement of the caretaker government period are to remain unattached until further notice. Representations might be made to me if a Chief Executive Officer believes an unattached officer is substantially inconvenienced by this decision. A concise explanation and appropriate recommendation should be made.

REPORT ON VACANT POSITIONS AND FUTURE SES ESTABLISHMENT

Chief Executive Officers are to arrange for a schedule of substantive vacant SES positions to be forwarded to the Director, SES Unit of my Department by no later than 28 April 1995 (fax 228 3102). The schedule is to show:

Date Vacated

Agency Intentions on Position's Future

Concurrently, agencies are to briefly advise what human resource developments are planned in relation to the size of their SES establishments over the next two years

EXECUTIVE COUNCIL MINUTES FOR SES APPOINTMENTS The attached format is to be used when preparing Executive Council Minutes for the appointment of executive officers. All Minutes are to show an effective date and term of appointment (although the latter is not published in the Government Gazette). The format ensures that all legal requirements of the Public Sector Management Act 1988 are met.
