The purpose of this Circular is to issue the attached Manual of Delegations to Department Heads. The functions being delegated concern a number of the functions of the Public Employment Office that are in the Public Sector Management Act 1988 and the Public Sector Management (General) Regulation 1996.

The Manual encompasses all existing delegations and revises them to ensure they reflect current legislation, policy and other instruments.

The delegations are to commence from Monday, 22 December 1997. You will notice that the functions may be sub-delegated by you, provided that a record is maintained of the officers to whom the functions are sub-delegated.

Officers from the personnel and employee relations areas of your Department have been invited to a briefing on the Manual that is to be held on Thursday, 18 December 1997. Further copies of the Manual will be issued at the briefing.
