The purpose of this circular is to draw attention to changes to the structure of the Community Language Allowance and to provide organisations with interim guidelines to assist in the implementation of the new two tiered allowance structure.

As you are aware, achieving effective communication in a culturally diverse society poses many challenges for public agencies. If the NSW public sector is to become more responsive to the needs of clients, it must realise the benefits of its cultural diversity. The Community Language Allowance Scheme (CLAS) is one strategy to assist in the delivery of effective services.

A major outcome of a recent review of the Community Language Allowance Scheme highlighted a need for differential rates of allowance. This reflects different usage patterns within public sector organisations and the language skills of CLAS recipients. Therefore, in accordance with section 63 (1) of the Public Sector Management Act 1988 I have determined the following rates which may be paid forthwith:

  • Community Language Allowance
  • Base level $686.00 per annum
  • Higher Level $1,029.00 per annum

Attached are guidelines to assist organisations to implement the new two tiered allowance structure. An appropriate variation of the Crown Employees (Public Service Conditions of Employment 1997) Award will be made in due course.

Please now review the scheme to ensure that:

  • demand for language assistance is being adequately and appropriately met;
  • the appropriate rate is being paid to current recipients; and
  • staff eligible for CLAS who are using their language skills receive the appropriate level of allowance.

The new rates are commended to public sector organisations which may wish to consider appropriate amendments to industrial instruments.
