C1998-22 SES Mobility System

Detailed Outline

The purpose of this circular is to introduce to Chief Executive Officers and their agencies two requirements which are designed to enhance mobility within the Senior Executive Service (SES).

When the SES was first established in NSW one of the objectives was to have a highly skilled, mobile, deployable-at-short-notice body of senior people leading the public sector. It was, and is, considered that broad experience of SES officers across the Public Sector is a desirable feature of an SES system.

An SES Mobility System will now be introduced. Chief Executive Officers (CEOs) will be invited to indicate any opportunities for transfers, secondments or project work which may arise in their agencies in the foreseeable future. SES officers and CEOs, attached and unattached, will be invited to express interest in opportunities for transfers, secondments or project work in agencies other than their own.

The information thus collected will be held confidentially by the Assistant Director-General (ADG), Premier's Department responsible for the Public Sector Management Office (PSMO). Access to this information will enable the ADG, Premier's Department (PSMO) to put CEOs and SES officers in touch with each other when opportunities arise for gaining broader experience within the Senior Executive Service.

To complete the information available to make this system as effective as possible I now require that CEOs

  1. notify me or the ADG, Premier's Department (PSMO) of any SES or Senior Officer vacancy at least two weeks before taking any action to initiate the recruitment process to fill the position, and
  2. notify me or the ADG, Premier's (PSMO) as soon as any SES officer in your agency becomes unattached.
