In June 1997, Premiers Memorandum 97-11 was issued to advise of the release of the Governments vision for information technology, the Information Management and Technology Blueprint (the Blueprint), and the role of the Government Information Management Board in the Blueprints implementation.
The Memorandum requested all agencies to submit copies of their current information technology strategic plans to the Board by the end of June 1997.
A detailed policy framework, outlining the Boards requirements and providing guidelines to assist agencies in implementing the Blueprints strategies, has been developed and published progressively since September 1997 via the internet (www.oit.nsw.gov.au/pol_fwork.asp).
Included within this framework is a requirement for agencies to update and revise their information technology strategic plans on an annual basis.
In addition to the Blueprint, connect.nsw - An Internet Strategy for NSW was released in December 1997 and a Chief Executive Officer steering committee has commenced the whole of government implementation of the four connect.nsw strategies.
In revising and preparing 1998 strategic plans, it is essential that agencies plan their use and application of information technology in a manner consistent with the Blueprint, the corresponding policy framework and connect.nsw.
In its 1998 review of agency strategies, the Board will be assessing the alignment of strategic plans and measuring agency performance against a number of government wide parameters including:
- the Information Management Technology Blueprint for NSW;
- connect.nsw and specific agency responsibilities;
- ServiceNSW and agency website development;
- Year 2000 rectification progress; and
- for general government agencies, the assessment of approved capital projects (and new bids) against Information Technology Strategic Plans
The Government Information Management Board is currently revising the 1998 Information Technology Census. The Census will be issued later in the calendar year when 1997/1998 financial data is available.
Current Agency Information Technology Strategic Plans are required to be submitted to the Board by 30 June 1998. Agencies that have not revised since their Strategic Plans since submission to the Board in 1997 are required to provide a timetable for preparation of a revised Strategic Plan. Strategic Plans (or timetables) should be forwarded to the Director, Office of Information Technology, Level 19, Governor Macquarie Tower, 1 Farrer Place, Sydney 2000.
