C1998-94 Functional Area Forums - Year 2000 Project

At the last meeting of the Chief Executive Officers Y2K Task Force (held 13 November, 1998) the concept of Functional Area Forums was endorsed.

A number of forums have already been established and several others proposed. They are providing a focal point for coordinating sector wide activities and provide a useful means of changing the focus, which too date has been directed towards individual agency readiness, towards a whole-of-Government approach.

Please find attached a listing of the Functional Area Forums that have been agreed upon. The agencies listed represent the key reporting entities for Y2K purposes.

Where the Forum is already in place or where agreement has been reached to form the Forum, I would ask that each CEO ensure that both the Coordinator and the representatives from each agency are provided with both the time and resources to undertake the task.

Where agencies have not been assigned to a Forum, I ask that the CEO of the agency consider whether membership of a Forum (new or existing) is desirable. If CEOs believe that the membership of the Forums is not quite right or agree that a new Forum should be formed, the matter should be discussed with the Director of Year 2000 Compliance, Tony Gates, 02-9228-3689.

Forums are to meet regularly, at least once a month and preferably fortnightly throughout the remainder of 1998 and 1999.

Their focus is to provide the Office of Information Technology with advice as to

  • the performance of the sector in meeting Y2K rectification targets,
  • an assessment of the successes and potential areas of concern and
  • key issues for whole-of-Government attention

so that OIT may keep their Minister and the Government informed of the state of readiness.

During 1999 there will be a need for regular reporting on Y2K.

The input from individual Forums will be taken on board by the Emergency Services Forum which has been tasked with preparing the whole-of-Government picture. The reason for this is twofold:

  1. that Group, with the addition of one or two key agencies (eg Corrective Services) already comprises the agencies likely to be Year 2000 priorities; and
  2. the initial Y2K impacts, if they are to occur, are likely to be in the Emergency Services area.

CEOs, coordinators and representatives are to give the Forums a high priority in line with the Government's commitment to the Year 2000 problem.

A lot of effort has been expended on this project to date and we are determined to reap the dividend.
