C1999-11 Workforce Profile Survey

The Corporate Services Reform Team is currently developing the NSW public sector Workforce Profile to collect and analyse the characteristics of NSW public sector employment on a regular basis. The Profile seeks to consolidate existing collections (such as EEO data) and standardise collection and reporting on other human resource information. It is expected to provide substantial benefits at a whole of sector and individual agency level in terms of benchmarking, assessment of policy development needs and impacts, and workforce planning. The first annual collection of the Workforce Profile is expected to occur in July/August 1999 and will draw from 1998/99 data.

The data collection was developed following extensive consultation with central and line agencies and key stakeholders including public sector unions. Following this, eight NSW public sector agencies piloted the data set and download specifications.

Workforce Profile Survey: The final stage in developing the data set, definitions and collection methodology for the 'live' collection is a sector-wide Survey. The Survey does not require agencies to download data. It is a questionnaire to provide all agencies with the opportunity to comment on the proposed collection and their own capacity to report on the selected data items.

The Survey is important to agencies, as it will be the major determinant of the nature and scope of the first Workforce Profile data collection. All NSW public sector agencies are therefore required to complete the Survey, which will be disseminated to all agencies in late March/ early April 1999 for completion by 23 April 1999.

Briefing sessions: To assist with understanding the Workforce Profile and responding to the Survey, a series of briefing sessions have been organised for agencies. Representatives from agencies who participated in the Pilot have agreed to attend the sessions to share their experiences in providing the required data. Each session will provide information on the Workforce Profile collection and inform agencies of the expected timeframe for the first annual collection and report. CEOs are requested to nominate an appropriate officer to attend a briefing session. It is advisable that the nominated officer be responsible for the completion of the Survey and have a detailed understanding of the agency human resource management information system. The CSR Team will contact the nominated officer for those agencies who cannot attend a briefing session to provide information on the Workforce Profile and the Survey checklist.

Session choice: A list of the briefing sessions including date, time and venue details is attached. The sessions have been organised according to the payroll system used by agencies, such as CHRIS, Lattice, Aurion and other systems. Please refer to the list to determine which session is relevant to your agency and nominate accordingly.

Regional sessions: This round of briefing sessions will be conducted in Sydney. The Corporate Services Reform Team is planning to run a further series of sessions prior to the first annual collection. Sessions may also be offered in regional locations at that stage if there is sufficient demand. To assist in determining the requirement for regional sessions and locations, you are requested to advise whether your agency would be interested in attending.

Electronic format: Agencies will receive a copy of the Survey Workbook and disk at the session. As the Survey is be completed in electronic form, you are requested to nominate your preferred format.
