Detailed Outline
The Premier's Department Corporate Services Reform (CSR) Team is examining the potential for re-engineering and streamlining basic personnel/ payroll processes across the sector by applying new technologies to existing agency payroll/ HR systems to achieve significant efficiency and customer service improvements in personnel/ payroll administration. It is expected that these processes can be undertaken at a considerably lower cost than existing paper-based systems.
Potential features of the model under consideration include:
- Online application and approval for recreation and sick leave
- On line submission and approval for higher duties and overtime claims
- Online staff access to leave balances and ability to track the status of leave applications, overtime claims, etc
- Electronic payslips
- Online access to personal information and ability for staff to change details such as address, next of kin, bank accounts, miscellaneous deductions
- Substantial reduction in delays and errors caused by manual processes and multiple handling of forms, etc.
- Redefinition of agencies' HR role through refocussing personnel/ payroll functional areas
- Possible reallocation of resources from corporate services to core business.
The CSR Team has completed the initial research phase in the project involving discussions with best practice organisations (federal government agencies, agencies from other states and private sector organisations) and a wide range of software suppliers. Discussions have also been held with the public sector unions who have indicated general support for the project subject to ongoing discussion and consultation.
The second phase of the project is to develop a business case for the concept's potential implementation across the sector. In this phase, the CSR Team will analyse the process patterns and current cost of specific basic personnel/ payroll processes in a number of agencies. This material will form the basis of a report comparing these costs with those expected for the alternative model, to be considered by the Corporate Services Peer Review Committee in June 1999. If the substantial potential process improvements and savings suggested by CSR's initial research are confirmed, and Government endorsement is received, the proposed approach will be trialed in a small number of agencies in the latter half of 1999, prior to adoption for implementation across the sector.
The technology being investigated for this project is new and is not yet available under the GSAS contract arrangements. Furthermore, the market rate for such software is not yet well established. For this reason, it is important to avoid contracts or commitments at agency level before a whole-of-sector approach is determined.
