I refer to Premier's Memorandum 99-4 concerning an initiative to increase traineeships in the NSW public sector, the 2000 by 2000 Strategy. This strategy aims to increase the number of trainees in the NSW public sector and achieve a target of 2000 by the year 2000. The implementation of the strategy is being supported by the Premier's Department and the Department of Education and Training (DET).

A key element of the strategy is the rural and regional initiative, which provides a wage subsidy of $5,000 each for 150 traineeship positions in 1999. A number of these subsidies have recently been allocated to agencies.

The purpose of this circular is to seek your assistance in establishing targets for the employment of trainees under the 2000 by 2000 Strategy. Agencies are asked to complete the attached survey on traineeship numbers and fax their response to DET by Monday 31 May 1999. Details for returning the survey form are clearly set out on the attached sheet. Your assistance in providing these details is appreciated.

Current and projected numbers should include all registered trainees employed in establishment positions, supernumerary positions, school-based and part-time arrangements, group training arrangements as well as trainees supported by the rural and regional wage subsidy.

It should be noted that the recruitment of trainees to public sector agencies is exempt from the suspension of advertising and filling vacancies as detailed in Circular 99-23.
