C2000-57 Parking Space Levy

Detailed Outline

New charges for the motor vehicle parking space levy have been determined effective from 1 July 2000.

In 1992, an annual parking levy of $200 to each non-residential, off-street parking space in the Sydney and North Sydney business areas was introduced. The objective of the levy was to discourage car use and decrease congestion and pollution in Sydney's prime business districts. The Parking Space Levy Act 1992 provided the legislative basis for the administrative arrangements related to the collection of this levy.

The Parking Space Levy is payable by owners of off-street parking spaces. Exemptions are provided for residential parking on the premises, disabled parking and various other classes of parking space uses.

Public servants are specifically included (Section 17 of the Act) and consequently Senior Executive Service officers as well as other senior executives have a liability to pay the levy.

Amendments to the Act were introduced in June 2000 to include four new levy areas (Parramatta, Chatswood, St Leonards and Bondi Junction central business districts).

The levy has also been increased in the existing Sydney - North Sydney - Milsons Point area to $800 pa per space and a $400 pa per space rate applies in the four new regional areas. The new rates apply form 1 July 2000.

Sydney CBD
Central Sydney generally bounded by Central Station (Cleveland St), Regent St, Wattle St, Blackwattle Bay foreshore to Garden Island East foreshore, Cowper St, Sir John Young Cresent, Crown St, Yurong St, Hargrave St, Oxford St, Riley St, Campbell St, Mary St, Kippax St, Hercules St, Devonshire St and Chalmers St.

North Sydney-Milsons Point
North Sydney Business District including Bay Rd, Angelo St, Berry St, McLaren St, Expressway, Lavender St, Alfred St, Lavender Bay foreshore, Walker St, Lavender St, William St, Mount St and Edward St.

Bondi Junction
Bondi Junction Business District including Sid Einfeld Drive, Waverley Cr, Waverley St, Adelaide St, Allens Pde, Adams La, Donald Pl, Walter St, Newland St, Ebley St, Denison St and, Oxford St.

Chatswood
Chatswood Business District including Railway St, Help St, Kirk St, Nicholson St, Havilah, Albert Ave, Archer St, Johnson St, Railway line, Albert Ave, Pacific Hwy, Western Way, James St and View St.

Parramatta
Central Parramatta including O'Connell St, Victoria St, Marsden St, Albert St, behind Sorrell St, Victoria Rd, Wilde Ave, Parramatta River, Harris St, Parkes St, Railway Line, Boundary St, behind Church St, Great Western Hwy, Pitt St and Macquarie St.

St Leonards
St Leonards Business District including Herbert St, across Railway line to Northcote St/Christie St, Christie St, behind Chandos St, Oxley St, Lithgow St, Pacific Hwy (southside) to Bellevue Sarner Rd.

Government agencies should make arrangements to recover the full cost of the levy from individual users who are holders of public sector positions specified in Section 17 of the Act, and who have an entitlement to use a designated parking space. For SES officers, the cost of the levy should be deducted from their remuneration package.
