I am pleased to announce the release of the Guidelines for Electronic Self Service Projects in Personnel and Payroll. These guidelines are a practical tool designed to guide Electronic Self Service (ESS) project leaders and teams through the phases of successful planning and implementation.

The release of these guidelines is one element of a coordinated whole of sector' approach to ESS implementation for Personnel and Payroll (P&P) transactions. Under Review and Reform Division (RRD) leadership, agencies are encouraged to fast-track their plans for ESS implementation. ESS has the potential to dramatically improve the quality of P&P service for staff involved in delivering services to the community. ESS also has the potential to make significant sector-wide savings which can be redirected to high priority client service areas.

Emphasis on accelerating ESS implementation is under-scored by the requirement to optimise benefits realisation. An important message of these guidelines is that full potential benefits will not be realised if the project is only seen as a matter of software acquisition and deployment. Change management, business process reengineering and training/communication management are essential elements of a successful ESS project.

Another element of RRD's strategy to accelerate ESS implementation across the sector is the provision of funding. This funding is made available as a grant under the ESS Funding Scheme and can be used by agencies to assist with ESS implementation costs. Detailed guidance is provided in the guidelines on preparing a funding submission. All agencies are eligible to apply for funding, however preference is given to budget sector agencies. Applications will be called for on a regular basis throughout 2001/2002, with the first closing date for applications being Friday, 7 September 2001.
