About
Electronic Self Service (ESS) for personnel and payroll transactions has the potential to deliver significant efficiencies to agencies. Research has shown that full realisation of benefits is dependent on a rigorous approach to the implementation process employed by project managers.
The Budget Committee of Cabinet has endorsed a minimum standard in the conduct of projects implementing ESS in personnel and payroll systems. In essence, this standard requires that:
- All agencies implementing or planning to implement ESS will liaise with Review and Reform Division (RRD) in Premier's Department. Project managers are required to report to RRD at key milestones to ensure that all important aspects of the project are covered and that service improvement benefits and savings are fully realised.
- CEOs will ensure that all affected personnel and payroll processes are fully mapped, costed and reviewed to gain maximum benefits from ESS technology.
- Agencies will meet these requirements irrespective of the source of funding for the implementation project.
As detailed in Premier's Department Circular 2001-36, RRD has substantial material and expertise to offer agencies in their ESS implementation projects, including guidelines, research, network contacts, panel contracts and financial support.
