C2004-19 Motor Vehicle Policy - Requirements for CEOs

Description

New South Wales Government agencies collectively run one of the largest motor vehicle fleets in Australia. The fleet includes pool vehicles and vehicles under salary package arrangements (business/private mix or 100% private).

The Motor Vehicle Policy, issued under Premier's Department Circular C2002-45 which is available on the Department's website (under publications then under travel) provides comprehensive guidance to CEOs on how the policy is to be implemented within their respective agencies.

The Policy is clear that CEOs are accountable for ensuring that in respect of their fleets:

  • Vehicle numbers are kept to the minimum necessary to meet normal operational requirements;
  • Vehicles do not exceed the minimum specifications for the tasks they are required for;
  • Appropriate operational use is made of vehicles packaged on a business/private basis; and
  • The highest priority is given to the probity and transparency of procedures for managing the fleet.

Detailed Outline

New South Wales Government agencies collectively run one of the largest motor vehicle fleets in Australia. The fleet includes pool vehicles and vehicles under salary package arrangements (business/private mix or 100% private).

A recent performance audit of agency fleet management practices undertaken by the Audit Office has highlighted the need for CEOs to ensure that their fleets are managed prudently, efficiently and in accord with sound energy and environmental principles.

  • Vehicle numbers are kept to the minimum necessary to meet normal operational requirements;
  • Vehicles do not exceed the minimum specifications for the tasks they are required for;
  • Appropriate operational use is made of vehicles packaged on a business/private basis; and
  • The highest priority is given to the probity and transparency of procedures for managing the fleet.

The principles contained in the Motor Vehicle Policy must be observed by all general government agencies. It is also strongly recommended that they be followed by other government organisations including state owned corporations and public trading enterprises.
