The purpose of this Circular is to remind Chief Executive Officers of the current policy on air travel within Australia as detailed in Circular 2005-03 Official Travel within Australia and Overseas.  Economy class travel should be used for all official travel in Australia. There are three exceptions to this policy. Exception 1 - Senior Executives can fly business class in certain circumstances Chief Executive Officers (CEOs), Senior Executive Officers, and Senior Officers flying to Western Australia, Northern Territory, Tasmania and destinations in Queensland to the north of Brisbane can fly business class. Exception 2 - Public official can fly business class in certain circumstances A public official* travelling within Australia accompanying any Minister may, if required by the Minister, travel in the same class as the Minister where they are travelling together.*A public official is an employee of a public sector agency. This includes all employees in the Government Service (Public Service Departments, Non-Public Service Divisions and Special Employment Divisions), the Teaching Service, NSW Police and the NSW Health Service. Where a public official travels within Australia on duty as a member of a Government sponsored delegation or similar representative group, the relevant CEO may approve the public official flying in the same class as the members who are not New South Wales public officials where they are travelling together. Exception 3 - CEO can approve business class travel in exceptional circumstances A CEO can approve further exceptions to enable public officials to fly business class, but only in exceptional circumstances.
