C2008-31 NSW Public Sector Workforce Strategy

Detailed Outline

The NSW Public Sector Workforce Strategy 2008-2012 sets the agenda to improve how the sector recruits, develops and retains staff and how it plans for its future workforce needs. To meet the commitments set out in the State Plan, the sector needs to have the right people, with the right capabilities, skills and attitudes in the right jobs.

The Strategy sets three strategic directions for developing the public sector workforce over the next five years. They are:

  1. Creating a workforce that attracts and retains talented employees and draws on the diversity of the people of NSW;
  2. Building a supported, motivated and high performing workforce; and
  3. Improving workforce planning and management across the sector.

The Strategy consists of a range of projects and initiatives that respond to emerging workforce issues. These include:

  • Making it easier for applicants to apply for, or register interest for, jobs within the NSW public sector through a new central e-recruitment system;
  • Developing and implementing a public sector capability framework, that will clearly articulate the common skills and qualities needed for employees in the NSW public sector;
  • Developing targeted strategies to attract, develop and retain Aboriginal and Torres Strait Islander peoples;
  • Addressing the skills shortages in key professions and occupational groups; and
  • Developing a consistent approach to workforce planning at agency and cluster level, so that current and projected gaps between supply and demand for skilled workers can be identified.

The Department of Premier and Cabinet’s Public Sector Workforce Office will work in partnership with agencies to implement the Strategy.

The Public Sector Workforce Strategy is our blueprint for the way ahead and I urge its adoption as a high priority by every Chief Executive Officer.

This Circular applies to all public sector agencies.

This includes all agencies and employees in the Government Service (Public Service Departments, Non-Public Service Divisions and Special Employment Divisions), the Teaching Service, NSW Police and the NSW Health Service. State Owned Corporations are encouraged to adopt provisions consistent with this Circular.
