New Skills Shortage Allowance Implementation Guidelines have been developed to support Agency Heads in determining the payment of the skill shortage allowance for public service employees.
The skills shortage allowance has been determined by the Industrial Relations Secretary pursuant to section 52 of the Government Sector Employment Act 2013. The allowance applies to public service non-executive employees with specific skills working in areas where there are verified skills shortages.
In considering the payment of the skills shortage allowance, Agency Heads must adhere to the attached Skills Shortage Allowance Implementation Guidelines. The Guidelines need to be read in conjunction with Section 52(1) Determination No 6 of 2022 Adjustment to Skills Shortage Allowance, or any replacement Determination, and Premier’s Department Circular C2024-06 – Instruments of Authorisation and Delegation 2024, or any replacement Circular.
The Guidelines update and replace the Guidelines for the Implementation of Skills Shortage Allowances, 1994.
