Memorandum 89-53 of 22 September, 1989 covered two streams of basic changes to the current Capital Works program management systems.
The first stream covered management of capital allocations and included changes to authorisation limits to allow greater flexibility to Ministers in the management of Capital Works programs. The second stream covered a series of initiatives to improve the investigation and analysis of projects prior to submission to the Capital Works Committee for approval.
At its meeting an 11 December 1989, the Committee approved the introduction of initiatives by 1991/92 on Strategic Planning, recurrent cost implications, Value Management, Private Sector Involvement, Improved Coordination of Capital Works programs, Post Completion Reviews, Planned Maintenance Systems, and revision of the existing Guidelines for Economic Appraisal.
Attached are copies of the revised Guidelines for Economic Appraisal and a Value Management Manual. A Memorandum covering the other initiatives will be issued at a later date. It will be appreciated if you would ensure that the requirements of these Memorandum are brought to the attention of all Departments and Authorities within your administration.
