I refer to the Premier's communication of 2nd June, 1989, enclosing guidelines for the completion of Performance Agreements between all Ministers and the Chief Executive Officers of their Inner Budget Sector Departments.

The question of the duration of Performance Agreements was recently considered by the Management Council following inquiries from various sources and as a result of these considerations the Premier has approved of agreements now being completed once annually based on the budget cycle.

Accordingly, Chief Executive Officers will need to have completed their agreements within a short period of receiving details of their financial allocations each year and, as a general rule, by 30th September. The requirement for the submission of quarterly reports remains in place.

The Premier has no objection to the continuation of six monthly agreements if this is the preferred option of Ministers.
