As you will be aware, I will be attending the Premiers' Conference in Canberra in a few months.

In order that I may properly prepare for the Conference, I would appreciate it if you would provide me with your urgent advice as to whether you have any matters of a high policy nature which need to be raised at the meeting. These matters should affect not merely relations between the Commonwealth and New South Wales, but relations between the Commonwealth and some or all of the States. They would be matters that require resolution at a Premier - Prime Minister level.

I would appreciate receiving your advice, together with a full briefing, by no later than Wednesday, 11th April, 1990.
