M1990-31 Government Printing Policy Guidelines

Detailed Outline

I refer to my Memorandum No 89-49, of 30th August 1989 to Ministers concerning Government printing policy guidelines and to the requirement that the threshold for calling tenders was to be for work over $20,000.

The amount of the threshold has been reviewed and has been raised to $30,000 for each job. The $30,000 threshold for one job should cover the whole printing work process ie. design, layout, printing, binding etc.

Splitting the one job into components for separate quotations should not be permitted where the total components would exceed the $30,000 threshold.

On work under $30,000 a minimum of at least three quotations will still need to be obtained.

The Government printing policy guidelines contained in my Memorandum 8949 of 30th August and this Memorandum only apply to organisations listed in Schedules 1 And 2 to the Public Sector Management Act 1988.

To expedite the tendering processes where there are time constraints such as Departments and Statutory Authorities Annual Reports, Chief Executive Officers might wish to take advantage of fast track tendering procedures where tenders are called on sample material.

This would allow design work etc to be completed earlier with the actual printing being completed after the completed material had been supplied to the contractor.

It would be appreciated if you could arrange to bring details of the above to the notice of all appropriate sections of your administration.
