The Premier has asked me to remind Ministers of the provisions of Memorandum No 88-32 of 25th May, 1988, concerning the need for Ministers to consult the Premier on all appointments and re-appointments to positions of part-time Heads of Declared Authorities and Administrative Offices (i.e. Chairman, Presidents, etc).

As pointed out in the 1988 Memorandum, some very significant positions are part-time appointments, and Cabinet consideration of proposed appointees might be warranted in some cases, in the same way as Cabinet consideration is given to all full-time statutory appointments.

The Declared Authorities and Administrative Offices referred to are those listed in Schedules 2 and 3 of the Public Sector Management Act. Copies of the current schedules to the Public Sector Management Act are attached to this Memo for information.

It would be appreciated if you would ensure that the appropriate areas of your administration are reminded of the need for consultation with the Premier, so that papers are presented to you in an appropriate form to assist you to do so on each appropriate occasion.
