M1992-16 Legislative Programme - Budget Session 1992

As you are aware, the Budget Session of Parliament is to commence on 1st September, 1992.

To assist in the forward planning of the Government's Legislative Programme, it is necessary that details be provided of those legislative matters which it is intended be brought to Parliament in the Budget Session.

It would be appreciated if the attached pro-forma schedule could be completed for each legislative proposal. It is important that a target date for each stage indicated on the schedule be nominated in order for the computerised programme developed by The Cabinet Office to function effectively. It is not sufficient to say that a date is dependent on the stage above.

Schedules should be completed for every piece of legislation intended for the Session. They would include proposals in Cabinet Minutes which have already been submitted and awaiting Cabinet listing, and those on which approval has been given and Bills have been finalised or are being drafted. The schedules should be returned no later than Friday, 31st July, 1992. Would you please endorse the envelope:-

After submission of the individual schedules, any changes should be notified by the presentation of a new schedule.

It will be noted that a further stage in the Parliamentary process (Bill to be Forwarded to Legislation Committee), has been included on the schedule.

To ensure that the Programme's objectives are achieved, it is important that Cabinet Minutes for all the major legislative proposals for the Session be presented without delay. They should be submitted to The Cabinet Office no later than the start of the Session - 1st September, 1992.

Any proposal which is received after that date, and which is not regarded as essential for the Session, will not be accorded any special priority for Cabinet listing, or for drafting of the Bill by the Parliamentary Counsel.
