LEGISLATIVE PROGRAM AUTUMN SESSION 1993
To assist in the forward planning of the Government's Legislative Program, it is necessary that details be provided of those legislative matters which it is intended be brought to Parliament in the Autumn Session.
It would be appreciated if the attached pro-forma schedule could be completed for each legislative proposal. It is important that a target date for each stage indicated on the schedule be nominated in order for the computerised program maintained by The Cabinet Office to function effectively. It is not sufficient to say that a date is dependent on the stage above.
A schedule should be completed for every piece of legislation intended for the Session. Schedules should be returned no later than the end of November, as I would like to have preliminary discussions with Cabinet based on these returns for the last meeting of Cabinet this year, early in December.
After submission of the individual schedules, any changes should be notified by the presentation of a new schedule.
To ensure that the Program's objectives are achieved, it is important that Cabinet Minutes for all the major legislative proposals for the Session are with The Cabinet Office no later than the start of the Session in February 1993.
Any matter which is received after that time, and which is not regarded as essential for the Session will not be accorded any special priority for Cabinet listing, or for drafting of the Bill by the Parliamentary Counsel.
The Cabinet Secretariat will be responsible for maintaining the Legislative Program, and Mrs. Penny O'Brien, telephone 228 4322, will assist with any enquiries.
GOVERNOR'S SPEECH 1993
It is intended that Parliament be prorogued and a new Session commenced in February 1993. 1 am also seeking your assistance in the provision of material for inclusion in the Governor's Speech.
As with recent speeches for the opening of Parliament emphasis will be placed on briefly articulating the Government's strategic directions in major areas of Government administration and indicating proposed Government action over the life of the Session.
Would you please provide brief statements suitable for insertion in the Speech in respect of major matters within your portfolio.
It is imperative that this information also be supplied no later than the end of November. I seek your cooperation in ensuring that this deadline is achieved.
