In line with the policy followed in July 1992, 1 am desirous that openings for employment be provided to as many as possible of the officers forming the private staffs of Ministers prior to this current re-organisation. Accordingly. I would be obliged if you would obtain my agreement before engaging for your private staff any officers who were not employed in a private office on 24th May. It is intended that this requirement will be cancelled as soon as it can be reasonably shown that the suitability of displaced private office members for new openings has been exhausted.
I request that there be no re-organisation of structures within portfolios without prior discussion with me of those proposals.
No expenditure is to be incurred on Ministerial office fit-out, other than signage, without my prior approval.
