The accompanying NSW Government's Capital Project Procurement Manual provides an integrated package of initiatives directed at reform of the Construction Industry and achieving greater consistency of practice across all Government's construction agencies.
The production and release of the manual continues the Government's commitment to reform of the Construction Industry and the achievement of best practice within the public sector. The requirements contained in the Capital Project Procurement Manual will result in increased opportunities for innovation and improve the efficiency and integrity in the performance of capital expenditure projects.
It is imperative that the requirements set out in the manual are met by all agencies. Agencies' take-up of the processes will be monitored by the Construction Policy Steering Committee which will report to the Capital Works Committee of Cabinet.
The Capital Project Procurement Manual will be distributed by the Construction Policy Steering Committee, and this will include advice and instruction through a series of seminars and familiarisation workshops, designed for both the public and private sectors. These seminars and workshops will be conducted by the Construction Policy Steering Committee.
It is requested that Ministers ensure that all agencies under their administration become thoroughly familiar with the procedures and practices covered in these documents and ensure that the initiatives are adopted so that the pace of the Government's reform program is maintained.
