M1994-07 Ministerial Air Charter

The New South Wales Supply Service has provided details of a contract for the use of fixed wing charter aircraft which took effect from 1st November, 1993, and will operate for a period of two years. A list of the approved contractors is attached.

The new contract arrangements have removed the necessity to obtain quotations for the use of fixed wing aircraft and so far as Ministerial Charter requirements are concerned, it will be the responsibility of individual Ministers to select the approved charter company which best meets the need for an aircraft on any particular occasion. State Forests of New South Wales was one of the successful tenderers and where that Organisation is competitive in the provision of a particular service it would be appropriate for the Government to give every consideration to the use of its facilities.

.Where charter from the contract would require diverting aircraft unnecessarily and would clearly be uneconomical, Ministers shall have the option of using a local charter airline on the basis of cost effectiveness subject to quotations as available.

It should be noted that the contract is for fixed wing aircraft only and that any use of helicopters will still involve quotations from at least two organisations or companies.

The obligation for the submission of six monthly returns by Ministers on the use of charter aircraft will remain in place and the format for the returns will be as set out in Ministerial Memorandum 91/40. The "quotes obtained" apply to the use of helicopters and to local charter airlines.
