M1994-22 Performance Improvement - Program Evaluations

Program evaluation has been an important evaluation mechanism in the NSW public sector for many years. Procedures outlined in the Premier's Memorandum No. 91-3 and in the Strategic Management Brief No. 5 in March 1991 required that all agencies undertake an annual Program of Evaluations.

As performance improvement has become an integral part of good management practice, the responsibility for determining an appropriate mix of strategies is now fully devolved to agencies. Accordingly, the requirement to undertake a formal Program of Evaluations is rescinded. It is expected however that program evaluations will continue to be done as part of strategic management practice and within the context of a thorough performance improvement program.

The mix of performance improvement tools used might include: program evaluation; audits and reviews; benchmarking; service standards; fundamental reviews; program and corporate performance indicators; customer satisfaction surveys; and other statistical procedures associated with quality assurance.

Publications produced by the Office of Public Management are still available to assist agencies in conducting their program evaluations. The Strategic Management Brief No. 5 may continue to be used as guidelines for evaluating programs. The kit Planning and Monitoring Your Program is currently available from the NSW Government Information Service.

The results of performance improvement activities undertaken by agencies should continue to be reported as appropriate in Annual Reports. The requirements are outlined in the NSW Treasury guidelines Excellence in Financial management - Annual Reports - A Guide for the NSW Public Sector March 1994 Management and Activities page 26.

This memorandum supersedes the Premier's Department Memorandum No. 91-3.
