I have approved the issue of guidelines dealing with procurements and disposals by all NSW Government agencies. Enclosed is a copy of the document. Additional copies are being sent to Chief Executive Officers under separate cover.
Key features of the guidelines include Community and Government Expectations, set out in Part 1. Ministers and Chief Executive Officers are asked to commit their portfolios and organisations to realising those expectations.
Part 2 of the document contains recommended practices designed to assist personnel realise the expectations of the Community and the Government. It should be examined closely for comparison with the practices of each agency.
In the appendices the document contains information about approaches to seeking bids, relevant policies and publications and other sources of assistance.
Important information concerning the purpose and use of the guidelines is in the Foreword and the Introduction.
The document includes references to the use of Government Period Contracts. I remind you that if suitable goods and services are available from them, agencies covered by the Public Sector Management (Stores and Services) Regulation are obliged to use the contracts. Other agencies should consider them as a first option.
