As you are aware, on 4 April 1995 the Treasurer issued a memorandum concerning a short term moratorium on select financial commitments. The memorandum reflected the government’s intentions in relation to a number of matters relating to long term elimination of debt in the general government sector

To assist with this aim, I have decided that it is necessary for close consideration and review to be given to the creation of senior positions throughout the public sector.

Therefore, no action is to be taken by public sector organisations to create or fill positions at or above the level of the public service classification of Clerk Grade 12 or equivalent (including Senior Executive Service positions or those equivalent to the SES). The current salary range for a Clerk Grade 12 position is $59,644 to $62,271. In addition, the skill shortage allowance is not to be applied to any further positions and the authorisation issued to Chief Executive Officers on 9 February 1994 to approve of these allowances being paid is temporarily withdrawn.

This decision applies on and from the date of this memorandum to all budget and non-budget agencies (i.e. Departments, Administrative Offices and Declared Authorities).

If a Chief Executive Officer has a compelling reason to support an exemption from the above, representations can be made to the Acting Commissioner, Public Employment Office within the Premier's Department. Any representations are to be signed by the Chief Executive Officer and will require your endorsement.
