I have recently approved an Instrument of Delegation to Ministers, to enter into employment contracts with Chief Executive 0fficers. The authority by Ministers to exercise this delegation, is however, limited in that approval to proceed will be subject to the concurrence by the Commissioner, Public Employment Office.

Currently, Senior Executives Services is rewriting guidelines for Ministers and agencies on "Developing Performance Agreements for CEOs". The revised guidelines will provide Ministers with practical advice and information on how to develop and manage performance related issues within the context of a performance agreement. It is envisaged that this will be completed by August 1995.
