Detailed Outline
The NSW Government has adopted a Waste Reduction and Purchasing Policy to ensure that all NSW Government agencies contribute to achievement of the State's aim to reduce waste to landfill by 60% by the Year 2000.
The Policy requires all State Government agencies to develop and implement a Waste Reduction and Purchasing Plant.
Each Plan will need to demonstrate how the agency will minimise generation of specified wastes, and ensure diversion of certain recyclable wastes from landfill. Each Plan will also need to demonstrate how the agency is to ensure purchase of a range of products that are made from,, include, or are capable of using recycled materials, wherever they meet performance specifications and are not more costly than other products.
Waste Reduction and Purchasing Plans must be forwarded to the NSW Environment Protection Authority (EPA) for approval within six months of the date of this Memorandum. The EPA has prepared a Guide to assist agencies in this regard, and a copy is attached for your information. The EPA will distribute further copies to agencies.
Once approval is received from the EPA, agencies will implement their Waste Reduction and Purchasing Plans, and report to the EPA on progress against their Plan after two years.
The EPA will then report back to the Government on what success agencies have had in implementing the Policy, any problems which have been encountered, and whether the Policy could be improved.
