This Memorandum provides guidance to Ministers on what is included in out of pocket expenses when travelling overseas.
When travelling overseas, Ministers are entitled to receive a daily allowance to cover out of pocket expenses. Clear guidance has not been given to Ministers on what is included in out of pocket expenses.
Such guidance has been given for Public Sector employees by Premier's Department guidelines issued 22 November 1993 and Premier's Department Circular 1996-25.
In line with these guidelines, out of pocket expenses for Ministers are now to include, for example, laundry and dry cleaning, taxi fares (other than for official business), newspapers and magazines, private telephone calls, and cinema and similar entertainment costs.
These guidelines are designed to improve accountability over expenditure and assist Ministers in preparation of their travel claims.
