About
An earlier Memorandum (No. 1995–35) set out the requirement for the approval of the Premier or Cabinet prior to the release of discussion papers, issues papers, or any such document which seeks to float or announce new policies. As set out in that Memorandum, the preferred vehicles by which such policy initiatives are developed is through the use of Green Papers and White Papers.
Ministers were also requested to provide sufficient lead-time for the Premier and Cabinet to consider and approve all such policy documents before scheduling announcements.
Ministers are advised that, at the very minimum, policy documents proposed for public release should be provided to The Cabinet Office at least two weeks prior to their planned announcement.
