Detailed Outline

The purpose of this Memorandum is to notify you that the Council on Crime Prevention has been reconstituted.

The Council now consists of myself as Chairperson, the Hon P F P Whelan MP and the Hon J W Shaw QC MLC as permanent ministerial members, and ten non-ministerial members as follows:

Whilst there are now only two permanent ministerial members of the Council in addition to the Chairperson, any Minister is most welcome to attend a meeting of the Council. Ministers may also be specifically invited to attend a meeting if issues being considered by the Council relate to a particular portfolio.

Terms of Reference for the Council have been drafted and are as follows:

  • To identify priorities for Government policy and programs to promote successful crime prevention in New South Wales;
  • To foster the development of innovative strategies to reduce or prevent crime in New South Wales;
  • To lead and coordinate the implementation of crime prevention programs and activities in New South Wales by Government departments and agencies;
  • To act as a bridge between Government and the community in identifying and addressing crime prevention and community safety issues;
  • To ensure that Government and community crime prevention initiatives take account of the diversity of the community and address the interests and concerns of regional and rural communities;
  • To monitor crime and crime prevention activity in New South Wales in order to promote good practice in crime prevention at State-wide, regional and local levels.

In implementing these terms of reference the Council will:

  • consult with the community, the private sector, non-Government organisations and specific community groups to promote a community-wide involvement in crime prevention planning and implementation; and
  • promote cooperation and coordination among Government agencies, local government authorities, community groups and the private sector in developing and implementing crime prevention strategies.

The Council will meet quarterly. The ten non-ministerial members have been appointed for a period of two years from 22 May 2000.
