Detailed Outline
Each year the NSW Government spends about $4 billion on infrastructure in support of a substantial service delivery program for the people of NSW. This expenditure provides Government with both an opportunity and a responsibility to seek efficiencies and improvements in levels of service.
To achieve this aim I have established the Infrastructure Coordination Unit (ICU) within the Premier's Department.
The Unit has a strategic role. Through the Director-General, the ICU will facilitate infrastructure coordination, working closely with, and drawing upon the expertise of key infrastructure stakeholders. The Unit will provide advice to Government on infrastructure development and its impact on service delivery.
An important focus of the ICU is to facilitate an equitable balance in infrastructure development across the State, in particular, ensuring that the needs of regional and rural NSW are adequately considered.
The ICU is developing an information base of all major infrastructure development in NSW. This database is to include the future proposals of the key infrastructure agencies and is to be analysed to determine where efficiencies may be achieved, or planning gaps filled to improve the effectiveness of service delivery.
With the benefit of this analysis, the Unit will concentrate its efforts on areas directed by Government. Noting the growth and development challenges that exist on the Central Coast, I have directed the ICU to focus initially on that region.
In addition, the ICU is to provide advice to Treasury, Cabinet and its committees on the whole of government aspects of specific infrastructure projects. For the ICU to be able to provide this advice, it will need to ascertain whether agencies have undertaken a thorough consideration of all externalities during major project development. For Budget Sector agencies, Treasury is to include this requirement in its annual letter seeking Enhancement Requests and is to forward to the ICU copies of the requests as they are received.
I will be looking to the ICU to provide a valuable contribution to this clear demonstration of responsible government. The Unit will need to work closely with both Budget Sector agencies and State Owned Corporations (SOCs). While acknowledging the independence and rights of the SOCs I seek their support in this matter and the full cooperation of all State agencies.
